Occupational Skills TRAINING PROVIDERS

Workforce Solutions Alamo (WSA) accepts applications for training programs directly related to occupations on the Target Occupation List. We encourage providers of occupational skills training programs to apply for Workforce Innovation and Opportunity Act (WIOA) sponsorship. The Workforce Solutions Alamo (WSA) includes the 13-county Alamo region: Atascosa, Bandera, Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, McMullen, Medina, and Wilson.

 

Eligibility for Training Providers

Eligible Training Providers (ETP) are identified by the US Department of Labor in its Training and Employment Guidance Letter (TEGL) 41-14, issued June 26, 2015. For further information on Texas, statewide Eligible Training Provider System may also be obtained by the Internet at http://www.twc.state.tx.us/boards/wia/tpcs/etpc.html. We reserve the right to accept or reject provider applications based on the organization board of governance, State, and Federal rules.  To learn more about the application process, visit the TWC site for questions concerning the local application process, area demand, and targeted occupations, and what constitutes an eligible training provider may be addressed by email at ETP@wsalamo.org.

 

Approved Eligible Training Providers (ETP) Resources for Record Maintenance:

  • Update information for existing ETPs and their programs;
  • Add new locations, or campuses, to existing providers;
  • Submit closure requests; and
  • Add new Provider programs*

Become a New Training Provider in the Alamo Area

 

If your program is an apprenticeship-

• Boards do not review or determine eligibility for registered apprenticeship programs.
• Please contact the ETP helpdesk at: etp.helpdesk@twc.state.tx.us to determine the next steps.

Is your program regulated?

• To provide training in Texas, state law requires that the training provider is approved, regulated or
• Qualify for a general exemption from the Proprietary School (Career Schools and Colleges.)
• Please contact Career Schools and Colleges at (512)936-3100 regarding status.

Alamo Area Specific Requirements:

• The school has to have a physical presence (provide in-person, distant education, or hybrid programs of study) in the Alamo Area 13 county region to be accepted as a training provider.
• Training programs have to be tied to the Workforce Solutions Alamo Targeted Occupation List or a Targeted Occupation List of another Board.

Eligibility Criterial for Training Providers:

Training providers must meet the following evaluation criteria for initial and continued eligibility:

A provider must be:

• An institution of higher education providing a program that leads to a recognized postsecondary credential.
• A public or private training provider, which may include community-based organizations, joint labor-management organizations, and providers of Adult Education and Literacy (AEL) activities under Title II (if AEL training services are provided concurrently or in combination with occupational skills training, on-the-job training, incumbent worker training, and other training cited under WIOA §680.350).
• A provider must be appropriately licensed, regulated, or accredited, or must be exempt from regulation under Texas Education Code, Chapter 132, with authorization in a Letter of Exemption from TWC Career Schools and Colleges.
• A provider must demonstrate that it offers its training programs in partnership with businesses.
• A provider must submit the required program and student information requested by TWC, as specified in the ETP Reporting Requirements; however, some data may not be required from new training programs that have never had any students.
• Effective July 1, 2019, TWC longer includes out-of-state training providers or programs on the statewide ETPL. Programs removed from the ETPL will no longer have access to ITAs (funding under WIOA) except where local policies have been established.

Next Steps:

If your program meets the eligibility above or is assigned to the Alamo Area please do the following:

1. Submit the completed “Initial Training Provider Tool”

2. Submit Regulatory Evidence: Regulatory evidence may include TWC Career Schools & College school confirmation (or exemption) letter, or similar documents from other regulatory agencies listed on the Texas Higher Education Coordinating Board or accreditation from the Texas Education Agency.

3. Submit a Letter of Support or Evidence of an existing employer-based committee for each program.
