Lowell Keig has served as director of Business Operations at the Texas Workforce Commission (TWC) since July 2019. In this capacity, he oversees the departments of Human Resources, Training and Development, Infrastructure Services, Document Services, Procurement and Contract Services, Risk and Security Management, Conference Planning and Meeting Services, and Cybersecurity.

Before taking on his current role, Keig served as director of TWC’s Civil Rights Division for more than six years and was responsible for administering training and outreach, monitoring equal employment at state agencies, and investigating equal employment and fair housing complaints. Prior to joining TWC, Keig practiced law in employment, housing, healthcare, business, and other matters. The course of his legal practice included stints as attorney for private law firms in Austin and San Antonio, general counsel of a behavioral health care system, division chief at the Office of the Attorney General, and prosecutor for Bexar County. Keig also served as a member of the Board of the Texas Department of Housing and Community Affairs. Currently, Keig serves as treasurer of Trinity Center, a homelessness support services agency.

He is also the vice chair of the Austin Bar Foundation and a member of the Oral History Committee of the Austin History Center Association. Lowell received a Bachelor of Science degree in business from Trinity University and a Juris Doctor from the University of Texas School of Law. He is also an alumnus of the Governor’s Executive Development Program.
